Source and binary release for the OpenVLC Transpoder project

This is a program that is designed to run on the little "Android TV" box that is plugged into my unintelligent television. While in the foreground, it advertises itself on the network as a discoverable _tvremote._udp service. When it receives a packet with the URI of a resource, it will pass that to VLC for playback.
